A Texas man who allegedly shot two people dead within several days will stay behind bars — unless he can pony up $1 million.
Isaac Biais, 21, was arrested on July 17 and charged with the murder of Emiliano Quirino, 21, who was shot dead in a shopping center in Houston on July 12 in front of several witnesses. Days later, Biais was charged with murder again. On Monday, Biais was accused of murdering 65-year-old William Hall on July 16 in another shopping center.
Following a court appearance on July 18, a hearing officer set Biais” bail at $1 million, and prosecutors called him an “extreme risk and danger to the community.”

In a press release about Biais’ arrest for Quirino’s homicide, the Houston Police Department said that officers responded to calls about a shooting at a shopping center on South Gessner Road at 1:25 a.m. on July 12. When they arrived, police said they found Quirino dead of multiple gunshot wounds.
According to court documents reviewed by Law&Crime, multiple witnesses told police that they saw Biais and Quirino have a verbal altercation. After Biais was seen walking away, Quirino “shouted something” that caused Biais to turn back around and allegedly shoot Quirino six or seven times.
Days later, witnesses picked Biais out of a photo lineup and identified him as the alleged gunman. Police arrested Biais on July 17 and booked him into the Harris County Jail.
Before he was arrested in connection with Quirino’s homicide, Houston police said Biais allegedly committed a second murder. In a separate press release, police said officers responded to another call of a shooting at a shopping center on West 34th Street, this time at 12:05 a.m. on July 16. Once again, officers arrived to find another male victim suffering from “at least one gunshot wound.” Hall was pronounced dead at the scene.
Investigators said that Hall had been approached by two suspects, one of whom was identified as Biais. Another verbal altercation ended in gunfire.
In both cases, Biais fled the scene in a vehicle.
Biais was charged with Hall’s murder on Monday while he was in jail. He remains in Harris County Jail, where he is being held on $1 million bond. His next court date is Oct. 7.
