A Jeep driver in Washington, D.C., is accused of running over a woman who was walking on a crosswalk before speeding off and leaving her own license plate behind.
Shaneia Gregnesia Lincoln, 34, has been charged with involuntary manslaughter in the death of 61-year-old Dawn Ciccone, the Metropolitan Police Department announced. The defendant had a preliminary hearing in the case on Monday, during which more details came to light.

It was April 18 at about 11 a.m., and Lincoln was driving a white Jeep Wrangler in the area of 23rd and L streets in Northwest Washington, D.C., according to a criminal complaint obtained by Law&Crime. Ciccone was also in the area, but she was on foot.
Ciccone had been out for a long walk that morning with her husband, the man said in court on Monday, and the couple talked about their love and excitement for the future. After their walk, the two went about their days separately, according to local NBC affiliate WRC.
As Ciccone was walking in the crosswalk on L Street, Lincoln — who was reportedly on her phone in the center lane of 23rd Street — cut in front of the vehicle in the left-turn-only lane “who appears to have stopped to allow the pedestrian to safely cross the street,” the complaint states. The Jeep smashed into the victim and ran over her like she was “going over a speed bump,” Judge Rainey Brandt said on Monday.
The Jeep’s front license plate came off in the collision, but the vehicle kept moving. The next intersection, however, had a red light, and Lincoln apparently stopped as a witness approached her open window.
The witness told Lincoln to stop and get out because “she just struck something.” According to authorities, Lincoln — who appeared to be alone in the vehicle — responded, “I know,” then briefly pulled over before driving off.
Ciccone “suffered blunt force trauma to her body” and was taken to an area hospital, the court document states. She was pronounced dead at the hospital.
Investigators eventually identified Lincoln as their suspect, and they spent weeks compiling evidence to charge her with the crime. Authorities have also reportedly alleged that Lincoln and members of her family tried to obstruct the investigation.
Lincoln was scheduled to have a review hearing in her case on Tuesday. She is due to return to court in October.
