According to Amber on the program, Arvin and other adults in their Zion Society would persuade her that having a sexual relationship with the cult leader was a privilege.

The children were required to manufacture underwear and sell it to nearby strippers while the ladies were divided up into groups dubbed Sister Councils by Shreeve. But first, the young children would have to set an example for them.

Lee recollects that at first, she was eager to impress Arvin and eager to comply with his every request. She recalls that girls as young as nine would be taught how to satisfy a man or woman sexually by 15-year-olds.
Arvin did exactly what abusers do best: he isolated his victims and made them easier to pray on.
He originally took Amber away from her parents before grooming her for years on end until he was ultimately apprehended in 1991.
Arvin Shreeve Dies In Prison In 2009
At the age of 79, Arvin Shreeve passed away from illness at the Utah State Prison in 2009. After Ron Van Drimmelen revealed that Shreeve had sexually assaulted his 7-year-old son, Arvin was found guilty in November 1991.
Along with Arvin Shreeve, Sharon Kapp, Jennifer Shreeve, Amy Partridge, and Mark W. Lichfield were found guilty of two counts of sexual abuse.
