On Monday, Washington prosecutors charged a 25-year-old with raping an infant girl in 2023.
Tacoma reported that the assault occurred after the infant’s parent asked William Kelso Flournoy IV to watch her while she and her partner moved into a motel with the suspect. In addition to this alleged assault, Flournoy was accused in July of sending and possessing sexually-explicit images of minors.
Flournoy allegedly asked the couple to move in with them to watch the three children while they worked. Authorities believe it was during those babysitting sessions when Flournoy filmed himself raping the 6- or 7-month-old girl, according to KING.
The reported abuse transpired between April and November 2023. According to the Tacoma News Tribune, an image allegedly showed Flournoy on their knees in front of the victim. The pictures allegedly also depicted sex acts.
The FBI’s Missing and Exploited Children Task Force arrested Flournoy on March 5, a day after Tacoma police were alerted to the illicit images by Google and opened a rape investigation. Investigators concluded that moles on Flournoy’s hands were consistent with those seen in the explicit images.
Police also said they are investigating whether there are additional victims in this case. The Tacoma News Tribune reported that Flournoy worked for a residential facility for transient children in Tacoma.
According to KING, Flournoy was charged in July with dealing in depictions of minors engaged in sexually explicit conduct and possessing such material. The charges stemmed from more than 46 images Google linked to their account, in addition to files recovered on Snapchat. Flournoy was due in court on March 6 for arraignment, but failed to appear.
The Tacoma News Tribune reported that Flournoy is transgender and goes by Isabelle. On Monday, Flournoy was charged under their birth name with first-degree rape of a child and sexual exploitation of a minor. Their bail was set at $1 million.
