On October 31, 2017, Sayfullo Habibullaevic Saipov rented a pickup truck and drove it into cyclists and runners along the Hudson River Park bike path in Lower Manhattan, killing eight people and injuring 12 others, six of whom were foreign tourists.

After he crashed the truck into a school bus, Saipov exited the vehicle wielding what appeared to be two guns, but later it was just a paintball gun and a pellet gun.

Saipov, who immigrated to the United States from Uzbekistan in 2010, was indicted by a federal grand jury on charges of eight murders.

He was also charged with twelve attempted murders, destroying a motor vehicle, and supporting a terrorist organization.

This incident marked the second terrorist attack allegedly committed by a Diversity Immigrant Visa lottery winner, the first being the 2002 Los Angeles International Airport shooting.

Following the attack, anti-vehicle bollards were installed on the Hudson River Park bike path.

The incident was believed to be the deadliest terrorist attack since the September 11 attacks of 2001. It was part of a series of vehicular attacks by jihadist terrorists in North America and Europe since 2014.

Saipov, responsible for the 2017 Halloween terrorist attack in New York City, has been spared the death penalty by the jury.

The jurors could not unanimously decide on Monday for the penalty phase deliberations.

They acknowledged that Saipov committed the crime intentionally with substantial planning and premeditation for ISIS.

Still, they did not all agree that he would likely commit acts of violence in jail or cause any problems in future.

As a result, Saipov will spend the rest of his life in prison at ADX in Colorado without the possibility of release.

He was convicted in January of killing eight people and attempting to kill 18 others in the truck attack on a bike path near the Hudson River.
