Washington State Couple Plotted to Kidnap, Rape Children: Cops – Crime Online

A Washington state couple has been charged in a plot to kidnap children and rape them.

William James Moore II, 28, and Hailey Rose Davidson, 28, are also charged with child pornography, including secreting recording girls changing in and out of swimsuits in a public bathroom, the Tacoma News Tribune reports.

They were given $2.5 million bonds at their arraignments on Monday.

“The risk that this defendant poses to the community is extreme,” deputy prosecuting attorney Matt Thomas said during Moore’s arraignment. “Mr. Moore is charged today based off of finding, effectively, just children out in the community, targeting them, stalking them and their families and making plans to kidnap and molest them.”

The investigation into the couple’s activities began in mid-October when the Pierce County Sheriff’s Office received tips from the National Center for Missing and Exploited Children about their online activity, KCPQ reported. Charging documents say the investigation uncovered disturbing files, a “shrine” to child raping at the home, and Moore’s detailed plans to kidnap and drug a child to rape.

More than 600 child pornography files were uploaded to a Google account between April 2024 and May 2025, the documents said. Investigators traced the files to Moore.

Davidson allegedly told detectives that she and Moore both had access to the files and were well aware of their content, the News Tribune said.

Detectives reviewed 27 folders in the files, including one labeled “Littles.” Inside that folder were thousand of images of children, including infants, naked or fully clothed. Investigators also found videos of Davidson masturbating while watching child pornography videos on a tablet.

At least two video showed a child being raped.

Davidson allegedly shot the videos of children changing clothes, secretly waiting in an adjacent bathroom stall and shooting the videos under the wall.

Davidson told investigators she was afraid of Moore and that he had pointed a gun at her and pressured her to help him find young girls to rape.

She told investigators that he had been stalking two families with children and planned to sleep the child a sleeping pill. The couple discussed using a storage unit to keep a child prisoner so they could be raped easily. Davidson also said that Moore talked about raping his own niece and worried about getting caught kidnapping children.

Davidson also related how the couple had gone to Wisconsin two years early to try to locate a family whose children Moore had found naked photos of on a website, the charging documents say.

And a search warrant uncovered handwritten notes detailing plans for just such a kidnapping, the documents say. They also found child sex dolls and underwear Davidson said had been stolen from children at a water park.

“Inside the master bedroom’s attached closet, Detectives located a panel in the wall to a hidden void. In the void, detectives found ‘what appeared to be a shrine dedicated to child sexual abuse material,’” the documents said. “Detectives observed a female child doll on a shelf along with several pieces of artwork depicting nude children. Inside a plastic tub labelled ‘Hailey’s Misc,’ detectives found numerous articles of children’s clothing. On the top shelf, there were several sets of law enforcement style handcuffs.”

One of the notes read: “Drive normally to the middle of nowhere. I’ll meet you there. We’ll put her in my car… make sure she is knocked out the whole time,” KCPQ said.

Prosecutors say the case is still under investigation and more charges could be filed.
