Delphi Murder Suspect Richard Allen In Court- Shackled As Judge Rules On Unsealed Court Docs

Look into ‘Delphi Murder Suspect Richard Allen In Court’ Richard Allen, the man accused of killing Delphi, entered the Carroll County Courthouse in Indiana this morning while being surrounded by police.

At around 7:57 a.m. this morning, Allen walked through the side entrance, shackled at the arms and legs while wearing a jacket over an orange jail jumpsuit. Allen appeared before a judge, who ruled on whether charging documents in the case would be unsealed.

Carroll County prosecutors have requested that the documents be unsealed, in what Fox 59 describes as “unusual in a murder investigation.”

Special Judge Fran Gull of Allen County decided to postpone the ruling concerning both unsealing the documents and bail, NBC 13 reports. The judge set a bail hearing for February and will “release an order at a future time” in concerns to charging documents.

Allen’s defence lawyers have been pushing for his release “on his own recognizance or in the alternative to set a reasonable bail,” adding, “because neither the proof of guilt is evident, nor the presumption of guilt strong.”

As CrimeOnline previously reported, the Delphi Double Homicide Task Force took Allen into custody on October 28. He’s been charged with two counts of murder in connection with the deaths of Libby German, 13, and Abby Williams, 14.

Both girls were found murdered near the Monon High Bridge in Delphi on February 14, 2017, after taking an outing to the bridge the day prior. The outing was only meant for a few hours and when the girls failed to return, family members contacted the police.

One of the girls, likely sensing danger, recorded the man’s voice on her cellphone prior to the murders. She also managed to take a photo and record a small clip of the suspect. Although his face isn’t clear in the picture, it was enough to give authorities a general description. Since then, they’ve been poring through thousands of tips, leading to Allen’s arrest.

Meanwhile, detectives continue to ask anyone who may have additional information to email [email protected] or call 765-822-3535.

“This investigation is still very ongoing. We are keeping the tip line open, not only about Richard Allen but any other person,” Carroll County Prosecutor Nick McLeland previously said. “We cannot talk about the evidence in the probable cause or the charging information … today’s about Abby and Libby, focusing on them.”
