Man gunned down apartment manager, leasing agent during fight over rental terms: Police

A 53-year-old man in Texas is accused of killing a man and a woman, allegedly shooting the leasing manager and the leasing agent for his apartment complex while arguing with them over the terms of his lease.

Derrick Duane Jackson was taken into custody and charged with two counts of capital murder in connection with the slayings of 67-year-old Rosa Ybarra and 47-year-old Felix Macz last week, court records show.

Officers with the Houston Police Department responded to the leasing office of the Park at Woodlake Apartments on Ella Lee Lane around 6:45 p.m. regarding reports of shots being fired, court records show.

Upon arriving, first responders found Ybarra and Macz suffering from multiple gunshot wounds. Emergency medical personnel with the Houston Fire Department pronounced both victims dead at the scene.

Court documents state that Jackson subsequently admitted to shooting Ybarra and Macz during an argument concerning his housing situation.

“Defendant confessed to gunning down the leasing manager and a leasing agent at his apartment complex during an argument about the terms of his lease,” a magistrate judge wrote in an order denying a personal bond request from Jackson. “Several pieces of forensic evidence were recovered from [the defendant’s] motel room.”

Ybarra’s family said she spent much of her life caring for other people.

Her granddaughter, Saleen Salinas, was out of town when she learned her grandmother had been killed.

“The last thing that she told me, she’ll be waiting for me when I get home, that she loved me so much and that she missed me and that she was proud of me,” Salinas told local CBS affiliate KHOU.

Before becoming a leasing consultant, Ybarra ran a childcare service and drove neighborhood children to school, her daughter, Krystal Martinez, told the station.

“She used to be called Miss Rosie, and she used to bus all the neighborhood kids to school and help a lot of the low-income women that didn’t have a father or something out with daycare, after-school daycare,” Martinez said.

Ybarra also cared for an adult son with a disability and was in the process of adopting a 3-year-old boy from foster care, according to her family.

The family has created a GoFundMe page honoring Ybarra’s legacy and seeking to continue assisting those she was already helping.

“We are asking for your help to support Rosa’s foster son and her son with disabilities, who are now facing life without the person who cared for and supported them,” the page states. “We are also raising funds to help with funeral and memorial expenses during this heartbreaking time.”

Jackson is being held in the Harris County Jail without bond. It was not immediately clear when he was scheduled to appear in court.
