A 3-year-old and her family had just returned from watching fireworks when a man appeared to randomly open fire on their vehicle in Washington, D.C., killing the girl.
Charles Rucker, 25, pleaded guilty to first-degree murder while armed in the death of young Honesty Cheadle, the U.S. Attorney”s Office for the District of Columbia announced. He also pleaded guilty to three counts of assault with a dangerous weapon.
In the early morning of July 5, 2025, Honesty and her family were parked in a vehicle on the 1000 block of 14th Street Southeast in Washington, D.C. They had just returned from watching fireworks and attending cookouts for Independence Day celebrations, the U.S. attorney’s office said.
Sometime before, Rucker had left his apartment with a handgun, local NBC affiliate WRC reported. The suspect could be seen on surveillance video walking in the area, and as Honesty and her relatives sat in the vehicle, Rucker “began to fire several shots in the direction” of the parked car.
“After the shooting, Rucker attempted to collect and remove evidence from the scene,” the attorney’s office said. He then walked back to his home.
The Metropolitan Police Department reported being called to the area at about 3 a.m. that day. Once they arrived, officers found Honesty with a gunshot wound to her head.
Honesty was brought to a hospital and treated, but she died two days later.
Officers searched for Rucker and asked for the public’s help in finding him. On July 12, he was arrested and jailed.
No motive for the shooting has ever been disclosed.
According to prosecutors, Rucker’s plea agreement calls for a sentence of 35 years in prison. He is due to be sentenced on Dec. 14.
A fundraiser set up for Honesty said the shooting was “every family’s worst nightmare, and it has left our hearts completely shattered.” It added: “Honesty was only 3 years old — full of light, personality, and so much promise. She was innocent and deserved a lifetime of love, joy, and safety.”
Her aunt was unhappy with Rucker’s proposed sentencing limit.
“He confessed that he did it, so God is pleased with that,” Tomika Butler told WRC. “The 35 years? That really is not enough.”
