CHATTANOOGA, Tenn. (TCN) —Â A father and son have been charged with aggravated neglect in connection with the alleged treatment of an elderly woman.
According to an arrest report obtained by WTVC, police officers and Adult Protective Services arrived at a residence on Sept. 23 for a referral that alleged severe neglect of a woman in the home. When they arrived, 70-year-old Franklin Kellogg allegedly refused to let them in.
Police then called emergency services, but Kellogg would not let them in either. He allegedly showed them power-of-attorney paperwork, and his son, 48-year-old Patrick Kellogg, allegedly joined his father in refusing to let anyone in to check on the woman. WTVC reports officers called the district attorney’s office for guidance and then detained both Patrick and Franklin Kellogg.
The home was allegedly dark and unsanitary, with unsafe living conditions. Police and emergency services located an elderly woman who was confined to a chair due to her swollen legs. She was reportedly crying in pain and told investigators that Patrick Kellogg allegedly withheld food and diabetes medication. In addition, she alleged that he threw cold water on her and took her phone away after she told other relatives about what was occurring.
Both Franklin and Patrick Kellogg were charged with aggravated neglect of an elderly or vulnerable adult, according to WCTV.
